B
Bar (Basement)
The bar is located on the lower ground floor directly under the lounge area. It is the main area of the building where residents can go to meet other residents. While it serves alcoholic drinks, it also caters for everyone, by supplying soft drinks, crisps, and other items. In addition, there are two pool and table tennis tables (both of which are free to residents). There is a Table Football machine (£0.50) per game. Should you wish to play pool or tennis, please speak to the bar tender on duty who will advise you of any deposits payable for the use of the table tennis rackets and balls.
Bar services
Drinks at the bar are considerably cheaper than in the neighbouring pubs and bars. The selection of soft drinks is also extensive; and, if there is demand for additional items, we will try to oblige. Usual opening hours are (subject to demand):
- Monday - Saturday: 7pm - 11pm
- Sunday: 7pm - 10.30pm*
*Due to current licensing laws, the bar will close half an hour earlier than usual on Sundays. Please also note that the Holborn Bar is not licensed for the consumption of alcohol purchased from any source other than the High Holborn Bar. Any such alcohol will be confiscated immediately.
No gambling of any description whatsoever including gambling for non-money items such as tokens, is permitted in any of the public areas of High Holborn Residence.
C
Cleaning arrangements for the hall
It is of the utmost importance that the hall be maintained in a clean state, as rats, mice and insects are attracted to dirty rooms and kitchens. All residents are responsible for cleaning their rooms.
Housekeeping staff will clean common areas from Monday to Friday. Please note that students are expected to clean their own dishes and leave the kitchen tidy failure to do so will result in cleaning charges. Rubbish from rooms should be put in bin liners, tied up and placed in your flat kitchen to be collected by house keeping. Do not place broken glass or sharp objects in these bin bags; contact reception for safe disposal. It should not be left in the corridors outside the flat.
Rooms will be subject to inspection every term for cleanliness, students will be advised via email. Students wishing to dispose of rubbish over the weekend must contact reception before bringing it to the ground floor and security will then arrange for the rear exit door to be opened.
Communal areas
Please respect all communal areas; they are for everyone to use. Do not damage telephones, notice boards, walls, toilets etc. etc. The cost of damage to communal areas will be divided between all residents and added to each bill during the year.
Computer facilities
You will need a username and password access your LSE account. To obtain these you will need to know your LSE ID number which appears on your offer letter or certificate of acceptance. There is a leaflet available from reception on how connect to the internet.
If you encounter difficulties logging on, remember that the password for the IT account is always case sensitive.
Please ensure that you can log on to the school terminals before you proceed to connect your laptop to the LSE Network. To do this, you may require an Ethernet card and an RJ45 network cable both of which can be purchased from the student's union shop in LSE. There is a fact sheet available from reception with advice on how to connect to the LSE Network from your bedroom.

Defects

Defects should be reported directly to Holborn reception, in person, by email or by phone: dial "0" from you room phone. The receptionist on duty will then complete an entry in the Fault Book and hall maintenance will endeavour to attend to the fault within 24 hours. Please report all defects promptly, including those in communal areas. Faults with the hall telephones and communal televisions should also be reported. There are special logbooks at reception for defects in the laundry and computer rooms.
Desk lamp damage
If the bulb in your desk lamp goes out, please do not attempt to change the light bulb yourself. This is for health and safety reasons and also because you may inadvertently damage the fitting - for which you will be charged. Please bring the lamp to reception who will replace your light bulb during their usual opening hours 8.30am - 10.30pm.
Most emergency faults will be dealt with within 24 hours. Less urgent matters should be attended to within three working days. If this is not done, or you are left in any way dissatisfied, please notify reception.
Drinking water
The cold taps in each flat kitchen are the hall's only designated sources of drinking water. You should avoid using water drawn from any other taps in the hall for drinking.

Energy saving
We should all do our bit to reduce energy use where we live and work. To do your part, please remember to switch off all lights in your room when leaving. It is particularly important to turn off your shaving light above the hand basin when not using it; the fitting can become quite hot, which risks damage to the unit as well as wasting unnecessary energy.
When not using electrical appliances in your room, please switch them off. The same goes for your kitchen. Please get into the habit of turning off the light and all appliances when leaving and shutting the door behind you. You should never leave any appliance on unattended. If you switch off appliances every time, we will save energy and reduce the risk of a fire.
Evacuation
Should the alarm be set off at any time, the hall must be evacuated in accordance with the instructions displayed in all the study bedrooms of the hall. The security guards will call the fire brigade. Residents should go left out of the hall via the nearest stairs and assemble at the evacuation point, outside Berkshire House (just past Aveda). Do not attempt to use the lift as it will automatically go to the ground floor and remain there once the fire alarm has gone off. Do not stand in the lobby or directly outside the building as this will hinder the fire fighters' access to the hall, and will, therefore, endanger lives.
Residents should treat all fire alarms as serious and must evacuate the hall when one occurs. By staying in your room, you endanger not only your own life, but also that of fire fighters who may have to attempt to rescue you. Accordingly, room checks may be made if the fire alarm is disregarded (the Chief fire brigade Officer sometimes requires this). This takes a long time and seriously inconveniences all other residents.
In addition, if the fire department charges the hall for a false call-out, that sum will be levied against all students collectively. Please co-operate with the warden, sub-wardens, and staff when they are trying to evacuate the building. We realise these will be stressful occasions for everybody.
Please note that the fire alarms are tested at 10am every Monday morning. Accordingly, if you hear a short sound of the alarm during this period, it is likely to be a test. If the alarm sounds for any length of time, please evacuate the building as detailed above.
Evacuation-disabled and general assistance
Residents with disabilities that limit their ability to hear the fire alarm or evacuate the residence safely and quickly without assistance should contact management when they move in to the hall. Special arrangements are in place to aid your safe exit from the building, but we need to know of your specific needs and also your presence at the time of any given evacuation.
Please note that you can alert reception at any time if you have a problem, by activating the disabled call points in your room (M01, M36, 101, 136 only), or in any lift lobby.

Fax
Students can send and receive fax messages through the fax machine at the reception, but only during opening hours. Charges for sending faxes depend on the destinations. Please contact reception for details of current transmission prices.

Fire alarms
If you discover a fire, operate the nearest fire alarm call point immediately. The fire alarm call points are the red glass-fronted boxes in the lift lobbies. Heat and smoke detection devices are present in all rooms, corridors and kitchens, with some areas covered by a sprinkler system.
The residence has a very sophisticated and sensitive fire-alarm system. This has obvious advantages, but also has the disadvantage that the system can be easily activated even when there is no real danger of a fire. For example, burnt toast and even moderately burnt food can set off the smoke detector in the hallway especially if the kitchen door is left open.
If the system senses the possibility of a fire, this sets off the pre-alarm in reception and the security personnel have four minutes to investigate. If they are unable to confirm that there is no danger within that period, then the full alarm goes off. It is, of course, extremely important that residents do not behave in such a way that is likely to cause a fire in the kitchens. But, because of the way in which the fire alarm system works, it is also important that residents do not do anything that would set off the pre-alarm, when there is no real fire.
Accordingly, if you do cause the fire alarm to be activated by burning toast etc, you will be surcharged a minimum of £20 plus any associated costs. If you do anything that is likely to cause a fire, e.g. leave a saucepan full of fat unattended on the cooker, you will be subject to more severe penalties, which may lead to your expulsion from the hall.
- To help ensure that these alarm-producing incidents do not occur:
- Please keep your kitchen door shut at all times - It is a fire door!
- While you are cooking, please stay in the kitchen.
- Please use correct utensils for different types of cooking.
The large majority of pre-alarms that are activated here in the residence are activated as a consequence of fire doors being left open. The fire department can impose a fine of £2,000 or more if a fire door is propped open.
All doors within your flat especially the kitchen door must be kept shut at all times.
Propping any door open is a breach of fire regulations and compromises everybody's safety by allowing fire and smoke to spread in a fire situation. It also damages the door's self-closing device - all doors must close completely. If this does not happen automatically, please ask reception to make a maintenance report.
Residents are required to use only fire-safe bedding. You will notice that the duvet and pillow provided for each bedroom are treated with fire retardant, as are the curtains, which should not be replaced with Residents' own. You will not be allowed to bring any items of this kind that are not fire resistant into the residence.
If anyone maliciously sets off a fire alarm, s / he will be expelled automatically from High Holborn residence. If anyone tampers with the fire hoses, fire extinguishers, dry risers and smoke / heat detectors, they will be subject not only to severe penalties but also very probably to expulsion from the hall.
Please note all residents are collectively responsible for the CO2 extinguisher and fire blanket in each kitchen as well as other items there. This is another good reason for keeping your flat door locked. High Holborn Hall is a fire-certified building, and the staff take the issue of fire safety extremely seriously. Residents are asked to do the same. Please note that fire alarms are tested at 10am every Monday.

Guests
A signing-in book for visitors is kept at reception. The purpose of this signing-in procedure is for the security of the Residence and it is therefore important that residents fill in the log properly.
- All non-residents must be signed in and show their ID at reception.
- Any non-resident found in the Hall, whose name does not appear properly in the visitor book, will be required to leave the building.
I
IT facilities
Situated on the lower ground floor, the Holborn computer room is equipped with 10 IBM PCs and a laser printer. The computers are connected to the LSE network and have access to LSE email, the Internet and all applications on the LSE network. No smoking, eating or drinking is permitted in the room at any time.
Additionally, there is one LSE network point located in each bedroom (two in double rooms) at High Holborn. If you have an IBM PC or compatible computer, with the addition of a network card, you can connect to the LSE network (email and Internet facilities) from your room.

Please note that the only page you can view once you plug in the cable to the network socket is the LSE Website www.lse.ac.uk Until you have registered online using the link above, you will not be able to go to sites outside LSE.
Insurance
For the complete duration of your accommodation agreement, Endsleigh Insurance will insure your possessions against:
- Theft*
- Fire, Lightning or Explosion
- Vandalism*
- Damage by Burst Pipes, Storm or Flood.
*If items are stolen because a flat or bedroom door has been left unlocked, your insurance cover may be void.

The hall's policy number is HH 1012. If you need to make a claim please ring Endsleigh Insurance on 0870 241 6104. When you report an incident, you must report the incident on a claims form available from reception and also complete an Internal Crime Report at reception in the presence of a security officer or member of hall management. To assist your claim, it is important you report a theft to the police and ask them for a crime reference number within 24 hours.
Inventories
On entering the hall, all residents will receive an inventory that describes the condition of their room, and its contents. It is vital that all residents receive and check the notes against the condition of the room - your own comments will be considered when checking the room on your departure, and if you do not note damage that is discovered by staff during the year, or when you leave, you will be charged and will have no recourse to dispute the charge later. Room checks by a member of staff will also take place at the end of the first and second terms. If you have not yet received an inventory, you should contact reception immediately.
K
Keys
All residents are supplied with a key to their bedroom and a CISA swipe card, which opens their flat door and the main doors to the building. Residents of flats C and F require only a swipe card, which will also open their bedroom doors.
If a resident loses one of the keys s/he will be charged for its replacement. If you lose any of the keys issued to you at the beginning of term, you should report this to reception immediately. They will they will then issue you with a new key on receipt of a charge of £10 for a bedroom key and £5 for a swipe card. For security reasons always use your swipe card to enter the building.
Kitchen appliances
The kitchen has very sensitive electrical fuses which, while protecting life, can trip regularly resulting in a loss of power to the kitchen's appliances. This may result in fridge/freezer failing and food going bad. If you notice that the electrical sockets have lost power, report this immediately to Reception, who will then send a trained member of staff to reset the fuse. This is especially important if the fridge/freezer is affected. Never re-freeze food that you suspect to have defrosted.
To reduce the risk of this happening, please try to avoid the use of your own electrical appliances in the kitchens. Equipment belonging to the Residence is checked regularly. The most often cause of a tripped fuse is the use of an unsound or incompatible electrical appliance.
Microwaves
- Please ensure that the microwave plate is always placed centrally on the spider (plastic rotating piece) before you place any items of crockery on the plate. This is very important; otherwise the spiders grind down on one side, and are rendered inoperable.
- Never place any metal or foil objects in the microwave
- Explosion of food inside microwaves should be wiped clean immediately to prevent food particles crusting onto microwave's interior. Do not clean with abrasive scourers. Never push the microwave right up against the wall, always allow room for ventilation.
Grills
Always place the grill pan on the rungs provided. Never push the grill pan right inside underneath the grill and close the door, as the plastic handle will melt, and probably cause the fire alarm to go off. Moreover, your food is likely to catch fire.
Ovens
Please make sure that you always place items of food on a tray. Never place food directly on the shelving, especially items such as garlic bread, as the butter may drip from the bread to the bottom of the oven where it may burn, causing the fire alarm to be activated.
Personal fridge / freezers
Any resident that wishes to bring their own fridge freezer to the hall must notify Dave Newnham d.r.newnham@lse.ac.uk. These fridges will be safety tested by an electrician. There is a charge of £10 per term (or part or any term) for use of a personal fridge, to cover the test charge and additional energy costs.

Laundry (Lower ground floor)
How much does it cost?
- Washing £1.40 per load
- Drying £0.20 per 15 minutes dry time
The laundry room can be found on the lower ground floor. Washing costs £1.40 a load and drying costs 20p for 15 minutes. A block of two dryers (upper and lower) shares the same coin slot. Make sure you press the selection buttons corresponding to the dryer you wish to use. Please report any faulty machines to reception.
Leaving the hall
At the end of the academic year
Residents must leave their rooms by 10am on the day of their agreed departure. When they move out of the Hall, their rooms must be cleared of belongings and cleaned. Any resident returning to the Hall after the summer vacation should be aware that there is no provision for storing belongings in the Hall over the Summer Vacation or on the day of departure. Students should contact reception for information on storage companies.
During the academic year
Should a resident wish to leave the hall prior to 3 July 2005, therefore terminating their contract; they must do so by completing an exit form available at reception. Signing an exit form will constitute termination of your Licence Agreement. You must therefore leave your room by 10am on the specified date.
Residents that terminate their Licence Agreement at any point in the first or second term of the academic year will be charged a £25.00 administration fee.
The Accommodation Office will endeavour to re-sell the room of any resident that leaves the hall during the academic year. However, they can not guarantee replacement tenants will be found, especially towards the end of the academic year, and it is important that you understand you are liable for all accommodation charges until the end of your Licence Agreement or until your room is re-let.
Any refund of hall fees will be refunded via cheque in pounds sterling to the address supplied by you on your "LSE For You" personal details. It is therefore important for students to update this information regularly.
Room damages at the end of the year
At the end of the third term, when moving out of the residence, you may find that you have items that you wish to discard. Any such items should be taken to the outside bin area at the back of the Residence on the ground floor. Please note that items left in your room will be treated as rubbish and disposed of accordingly. You may be charged for the removal of any items left in your room after you vacate the residence. Please do not also leave any items in any of the corridors around the building. This presents a serious fire risk.
Departure charges
Upon vacating their rooms, residents are obliged to leave them in the same condition they were in when they arrived. If this is not done charges will be made for professional cleaning.
Kitchens must be left clean and food from fridges thrown away. Please also empty your kitchen cabinet and leave it locked when you leave.
If the state of a room is such that it cannot be cleaned for occupancy that evening, the resident may be charged the commercial price of the room for the time it takes to make the room ready.
Charges for damage will be invoiced to your forwarding address for immediate payment. Failure to pay due charges can result in your name being added to the LSE's debtors ledger, which can lead to a variety of actions, eg. Loss of library access, withholding of exams results etc.
Lounge (Ground floor)
The Lounge is situated on the ground floor of the building and is equipped for wireless connection to the LSE network. Residents have access to the area at any time of the day, except when it is occasionally booked for private functions during the day. The lounge area also serves the purpose of a residents' common room. It has several vending machines that sell soft drinks and candy bars.

Mail
The correct format for mail is as follows:

High Holborn residence is divided into flats of four or five bedrooms. Each flat in High Holborn is assigned its own mailbox in one of the blue metal mailboxes located on the ground floor between reception and the lounge. Each resident is issued a key enabling him or her to open his or her flat mailbox. All mail will be placed in your flat mailbox except oversized parcels. Anything that does not fit into your mailbox will be held for you at reception.
The reception desk will notify you if they are holding anything for you by placing a red notification slip in your flat mailbox. Always bring this slip with you when you go to reception to collect the parcel.
Before leaving High Holborn, residents must make their own arrangements for forwarding mail. Unfortunately, the hall does not have enough personnel to provide a mail forwarding service. Royal Mail does, however, provide a mail forwarding service.
Medical services
St Philips Medical Centre is an NHS general practice staffed by doctors and nurses who provide primary medical and nursing care to registered patients and anyone who becomes ill or requires medical advice whilst within the LSE campus.
The medical centre is also home to the student counselling service and provides a number of services run by visiting specialists and health practitioners. The medical centre is located in the:

Medical emergency
If you experience or witness a significant medical event or accident that requires immediately medical assistance of hospital care, call (9) 999 for an ambulance. The hall also has several members of staff who is registered first-aiders and can offer rudimentary medical advice/assistance. Please contact reception (by dialling '0') for further information.

There is a dental practice located at the dental centre, which is available on an appointment basis to any LSE student.

Notice boards
The provision of the LSE Environmental Code regarding notices on notice boards applies to the hall. The provisions are as follows:
- All notices must be dated; otherwise they will be removed;
- Notices advertising an event will be removed immediately after the event. Dated notices will be removed two weeks after that date.
- Notices, which must remain in place more than two weeks, should bear the words 'Not to be removed before (date)'
- Notices should be fixed to the correct board, e.g. Hall Society notices should be placed on the board labelled 'Hall Society' and individuals' notices should be attached to the 'Residents' Notices' board.
O
Overnight guests
Residents are permitted one overnight guest per room without notice for a maximum of three nights. Residents wishing to have overnight guests for more than three consecutive nights should apply to the Warden (Dr Tim Forsyth) for permission by writing to t.j.forsyth@lse.ac.uk . Always ensure you have signed any visitors (including overnight guests) in the guest log at reception.

Photocopier
There is a photocopier in the reception for residents' use. The current price is 5p per copy. The photocopier does not give change and takes only coins - not flexicards. The photocopier does not take acetate sheets.
R
Reception
Reception will be open during the following hours:
- Daily from: 08.30am - 10.30pm
Reception also deals with fax transmissions, registered mail and general enquiries. When the reception is closed, a security officer will be available for general enquiries but not transactions.

Recycling
If you wish to recycle paper, glass and cans there are recycling bins on the corner of High Holborn and Endell Street and on the corner of High Holborn and Museum Street.

Security
Your swipe card allows you to access all areas usually accessible to residents such as the main front doors, your flat door, and the laundry and computer room. Residents are required to use their swipe cards to enter the building and are urged to make sure that the front door closes behind them when they enter or leave the Hall. This precaution is always advisable, but is of the utmost importance after reception closes.
Residents should also try to prevent non-residents following them into the hall. However, no undue risks should be taken. The hall is manned 24 hours a day by security guards who are stationed in Reception. Part of their duty is to ensure that only residents, their visitors and staff enter the building.
All residents should be aware that security guards are present for their protection and safety. Therefore, their insistence on proof of identity should be met with courtesy.
Please do not allow strangers into the hall. If a guest suspects there is an intruder in the Hall they should contact reception immediately by dialling '0' from any phone.
For the safety of their belongings, residents should never leave their rooms unlocked. If items are stolen from an unlocked bedroom or flat, insurance claims will be void. It is, therefore, in your best interests to ensure that your bedroom is locked when you are not inside it. This is particularly true of residents of flats C and F in the central corridor of each floor where rooms open directly onto the corridor.
Residents should also ensure that the door to their flat is kept locked at all times. Do not try to jam the lock open, as this will seriously compromise your security and that of your fellow residents. Additionally, fire regulations require that no doors be propped open. This measure is intended to prevent the spread of fire and smoke.
Showers
Please be careful when using your shower. Ensure that the shower curtain is inside the floor tray, which will prevent flooding of the floor and corridor carpets. Show consideration to your flat mates by rinsing showers and bathrooms after use. If you find the drain in your shower is blocked, please report this to reception (by dialling '0') immediately and ask for an entry to be made in the fault book.

Incoming calls
If you wish to receive calls at High Holborn Residence please use the following number:

0870 access is possible from all other countries but only by using the main national carrier of the country concerned (such as BT in the UK). Users of alternative carriers are unable to dial +44 (0)870 numbers directly and will need to dial the number via the national carrier instead. This could incur extra costs and charges so please check with your carrier for pricing details.
- Callers dialling from abroad should always omit the first '0' in brackets.
- When dialling within the UK, callers should always use the first '0' in any UK number.
Callers should call the number, wait for the voice prompt and dial your room's extension number, which can be obtained from reception high.holborn@lse.ac.uk
For security reasons, reception will only give you your own extension number. They will not under any circumstances give you the extension number of anyone else's room.
Internal calls
All calls within the hall or LSE campus are free. All you need to know is the extension number of the person you wish to contact. However, please note that for security reasons, reception will not give you anyone else's extension number.
Outgoing calls
Only LSE Primus phone cards will work from within the High Holborn residence.
These can be purchased from the vending machine in the lobby and are available in cards of £5 and £10.
Tariffs for international calls are available on the notice boards opposite the lifts on the ground floor.

Television
There is a TV aerial socket in every study-bedroom. Residents are responsible for obtaining their own TV licences for TV sets in their rooms. Television owners are liable to government fines if they do not have a licence. For further details, please go to http://www.tvlicensing.co.uk. There are also two TV rooms on the lower ground floor, plus the big screen in the bar area. Sky TV channels are available on all of these three screens in addition to the standard Channels, BBC1 & 2, ITV, Channel 4, and Channel 5.
Term fees
You are required to pay your fees at reception within the first two weeks of each term. You may pay by credit card, debit card, cheque or cash. All cheques should be made payable to "The London School of Economics". Note: a charge of £30 will be levied for all cheques returned by your bank unpaid. We do not have the facility to accept American Express or Diners cards. No foreign currency cheques or any other cheques on foreign banks are accepted.
Please only pay your fees to the hall directly and not to the School. Residents will be charged for transferring money from the School to the halls account. Payments must be made between the office hours of 9am-10.30pm Monday-Friday. If you have difficulty in making a payment within the initial two-week period, you must contact the warden via email with a written explanation, otherwise you will be automatically fined five pounds per week.
Students consistently paying late will be referred to the school to be placed on the LSE debtor's ledger; this will result in the cancellation of library privileges and exam results being withheld.

Windows
All windows at High Holborn have restricted openings. This is in compliance with current health and safety legislation. The hall administration do sympathise with you and know that it can become warm in summer, however, under no circumstances can we, or should you, remove the window. If you damage the stays/locks on your windows, you will be charged with the cost of replacing them and any resulting damage to the windows. This can be very expensive, so please be careful. Please do not throw anything out of the windows - this is highly dangerous and may cause serious injury. Residents who do throw things out of windows will be asked to leave the hall immediately. ^
