Negative sentiment: Short-sellers under ever closer scrutiny
The FSA, for one, has for a considerable time seen short-sellers as helping to create liquidity and maintain market efficiency. In 2002, as complaints about the effect of short-selling rose in the bear market that followed the dotcom crash, Sir Howard Davies, then its chairman, was blunt: ‘The FSA views short-selling just like any other investment activity and not as an abusive activity unless used as part of an abusive strategy. We have not so far seen a persuasive case for restrictions, or a prohibition, on short-selling.’ Howard Davies is director of LSE.

BIS general manager to step down
The Bank for International Settlements today announced that its general manager and CEO, Malcolm Knight, will leave the BIS at the end of September. He has also accepted an appointment as visiting professor in finance at the London School of Economics and Political Science, beginning October 1.
